Public Information Session for Osprey Village Planning Amendments
A public information session is scheduled to discuss proposed amendments to the Secondary Planning Strategy and Land Use Bylaw of the Osprey Village Planned Area. The objective of the amendments is to ensure the planning policies and regulations of Osprey Village better reflect the land use opportunities and restrictions present in the community by permitting appropriate residential development on unserviced land, expand areas that permit residential and commercial uses, and protect open space that is otherwise undevelopable.
The session will take place on February 5th, 2025, from 6:30 – 8:30 PM at Council Chambers in the Municipal Office, 10 Allée Champlain Drive, Cookville.
Interested members of the public are encouraged to attend to learn more about the proposed amendment and ask questions.

Public Meeting Notice: Thursday, February 20, 2025, at 7pm
A meeting of the Municipality’s Planning Advisory Committee (PAC) is scheduled for Thursday, February 20, 2025, starting at 7pm at 10 Allee Champlain Drive, Cookville, Nova Scotia. The purpose of this meeting is to discuss the following matters:
- Amendments to the Osprey Village Secondary Planning Strategy and Land Use Bylaw.
- Any other planning matters.

Council First Reading
On May 13th, 2025, the proposed Osprey Village Plan Amendments will be brought forward to the Municipality of the District of Lunenburg's (MODL) Council. The meeting will begin at 9 a.m. and will be held in Municipal Council Chambers at 10 Allee Champlain Drive, Cookville. Council meetings are open to the public and any interested residents are encouraged to attend.
If the proposed amendments pass First Reading, next steps in this process involve a formal public hearing. This website will be updated as soon as dates and times are confirmed.
Public Hearing
A Public Hearing will be held on June 10, 2025, at 5:30PM in Council Chambers at the District of Lunenburg Municipal Office (10 Allée Champlain Drive, Cookville).
Council intends to consider Bylaw 020G to amend the Osprey Village Secondary Planning Strategy, and Bylaw 021I to amend the Osprey Village Land Use By-Law. The proposed amendments would permit lower-density residential development on four unserviced lots along Harold Whynot Road, rezone a municipally-owned lot near Allée Champlain Drive from Institutional to General Commercial to enable mixed-use development, and rezone a vacant lot along Pine Grove Road from High Density Residential to Open Space to protect the property’s natural features.
Written submissions regarding the proposed amendments will be received until 5pm on Wednesday, June 4, 2025. Written submissions shall be addressed to Ms. April Whynot Lohnes, Municipal Clerk at 10 Allée Champlain Drive, Cookville, from Monday to Friday, 8 a.m to 5 p.m or e-mail: planning@modl.ca(External link). Oral submissions will be received at the time and place of the Hearing.
