BY-LAW APPROVED

Following the public hearing on April 14, the Municipal Council conducted a Second Reading to approve the By-law amendment. It is reviewed and approved by the Province on May 15, 2020, and be in effect as of June 17, 2020. Thank you everyone who participated in the online public hearing, in which we had 40 people watching at one point!

Public hearing is scheduled on Tuesday, April 14, 2020, starting at 8:30 a.m. Because the municipal office will remain closed, the Public Hearing will be held online for the first time in history. Public is encouraged to join us on our Facebook Page live video.

VERBAL AND WRITTEN SUBMISSIONS

The deadline for providing comments on this proposed development is Monday, April 6, 2020 at 4:30 p.m. Residents are welcome to send an e-mail at planning@modl.ca or to write on the guestbook on the bottom of this web page. Questions may also be asked during the Public Hearing by commenting on the Facebook live video, along with your full name and the community you live in.

If you wish to speak at the Public Hearing, you can register with municipal staff by sending an email at planning@modl.ca. Staff will follow up with you to provide further instruction. The deadline for conference call registration is also on Monday, April 6, 2020 at 4:30 p.m.

BACKGROUND

On March 10, 2020, Municipal Council gave a Notice of its Intent to amend the Osprey Village Secondary Planning Strategy and Land Use By-law. The amendment would permit a proposed 150-unit retirement home next to the new Municipal Administration Building in Cookville, across from the Best Western Plus Hotel on Highway 10, near Exit 12 of Highway 103. This is the biggest residential development proposed in Lunenburg County.

The amendment includes 7 revisions to the existing Secondary Planning Strategy and Land Use By-law, including changes to permitted uses in the General Commercial Zone and Open Space Zone, parking requirement, height restriction, signage requirement, and the establishment of Commercial Development District.

I totally agree with "Sandra's" comments below. Utilizing the "pond area" as a mini park, available to not only the residents of the new retirement complex, but also by the general public is totally the right move.
Over a period of time it can be developed into a focal point that will enhance the shopping complex as a welcoming green space in an otherwise standard, bleak shopping complex profile. It will set this commercial centre apart from others in the area.
I envision benches, paths and shade trees with a tasteful "Welcome to Osprey Village" sign.

Looking forward to seeing this complex built, The Osprey Planning Strategy was meant as a guideline for this development and should allow for flexibility to see this happen.
I hope the Council of the day sees the advantages of this development both for housing and tax revenue.
I would be agreeable to see more of this land developed, even if the land is given as an incentive to develop in a timely manner.
The pond in front of this land would make a great leisure park with some vegetation and a few benches it could make the entrance to Pine Grove Road very ascetic as well as a useful place to take a break for the many walkers and shoppers in the area. Probably would not cost much to have done. maybe as an incentive to a builder for the land exchange.
